God is beyond time , so God knew Lucifer would turn evil at his creation. So God did create evil, indirectly. Your free point I fully agree with. So maybe God allowed evil because without the temptation of sin, there is no free will ?

Free will is the ultimate gift of love any parent would give their children. If your daughter freely goes to pick a flower to you after church and runs up to you smiling and laughing and so pleased to please you, you feel loved. If your daughter only does it because you forced her to and made her your slave without any objective thought, you feel nothing at best. Therefore, Lucifer used his own free will to disobey God. Remiel and Uriel also did similar things as explained in Enoch, showing how non-Whites came to be.

Evil exists because the thing that is Good for one of God's creatures, the lion, is Evil to another of God's creatures, the gazelle.

God may be constant across all of time, and may be (definitely is) the reason that time exists, but it might not make sense to say that anything is *beyond* time.

Evil is whatever isn't Good. And Good is anything that is able to assist You, God's Creation, in growing--*to be fruitful, and to multiply.*

God is Love. Love is the energy spent in providing to another person things that are Good for them. In this way, mutual love creates babies, and the Good and the Love continue across all of God's time.
