They barely have to do anything to stop normies from accessing something. Just make it extremely expensive with taxes or artificial shortage. Cost doesn't effect them because they're spending joe schmo's money anyway. The fact that its still there visible on the shelf takes the wind out of the sails when normies lament the loss. They do this constantly with all sorts of products.

I'm fortunate that I can afford to eat a lot of steaks. Just had one yesterday and having lamb chops today. But fortunately, ground beef is still cheap, I can get it on special, grass-fed, for $3.50USD/$5 CAD a pound. And eggs are still cheap.

Defintiely one can eat quality meat if they cook at home and it'll cost them less than if they eat out at McGoySlop so it'd save them money too.
