The capacity to learn and retain information is not relative, it is like how much weight a man can lift, or how fast he can run a distance.
There is no 'curve', 100 is not a special as it is in percentiles or percentages, it's a function of the history; the system for examining and measuring intelligence was created by people with an average IQ of 100.
Comparisons between countries are done with language-agnostic IQ tests which use no words or numbers.
IQ is a test that needs to be interpreted and normalized. Test scores increase with age, so that must be accounted for too. Part of the curve they're graded on.
It's complicated and IQ is heavily simplified, but the results in Africa speak for themselves. IQ is real.
That is literally what it is. It was the center point of the peoples (anglo, germanic, frankish, italian mostly) on whom the testing was done, and so as with the metric distances being pegged to (attempted) measurements of the planet, IQ was pegged to our centerpoint. If they wanted an order of magnitude more granularity without using decimals, the centerpoint would be 1000 -- but it would still be based on whites.

You seem to think that it's a specific score that was achieved by a specific group of people at a certain point in time, but this is not true.
