Wrong. Look at the context of every passage written plus the original texts that Moses wrote. For example, in Exodus 10:15, it's written the Egyptian plagues "the face of all *the earth*" or הָאָרֶץ֮, but obviously they only happened in Egypt. So when he wrote Genesis 6, he used the word אֶרֶץ which means localized land, a country, a territory. The word for "whole world" is תֵּבֵל, so if he meant it covered the whole world he would've said תֵּבֵל instead.
