I have never gotten an answer from atheists on this question

If there's no one to decide what morality is (some authority), then anyone can claim whatever they want is moral

This viewpoint can justify some of the worst things, like you could just dismiss their ideology as justifying child abuse and so on

Now, some immoral things create practical problems, like stealing or acts of violence, so a "libertarian" code might somewhat emerge where violent acts are "frowned upon", but this doesn't really prevent anyone from still justifying whatever they think they want and going after it, regardless if the thing is illegal.

Still, people can enforce some of these basic rules by like attacking someone for example if they are attacking you, so then criminal-minded people might think twice before trying to victimize random people.

You're American, aren't you?

The problem with American society is that White people here have not been exposed to White people's culture. White people's culture has elaborated countless system of moralities that do not rely on "this book says so".

Aristotle, Marcus Aurelius, Kant, etc. There are tons of philosophies that provide a system of morality which is much more coherent and deep than the one of the Abrahamic religions.
