What does it matter what definition they use for "antisemitism" when that word can also mean merely disagreeing with government policy?

Because jews, by their very nature, are pedantic gremlins. The IHRA worked into their definition such things as criticizing the state of israel and pointing out that jews hold disproportionate control over western institutions. This is the fine print they exploit.

it's like when you mention that communism committed more genocidal mass murder than all other ideologies combined. and then they try to argue with you on definitions of communism and genocide specifically, rather than refuting the mass intentional killings by totalitarian regimes.

Because it expands the scope at which they can censor. With a system like that they can increase censorship a lot. Not that it hasn't been very high already...
