POTUS can't do line item vetos. congress authorized it decades ago and then SCOTUS ruled it was unconstitutional during the clinton admin. so in a giant spending package, his option is either to accept it all or reject it all. it's the downside of the lack of a single subject rule. most states have realized this is a horrible problem and passed a constitutional single subject rule specifically to stop this bullshit. but it's procedural garbage that even POTUS can't work around.
line item vetos only solve the symptom and allow even more abuse. single subject rule solves the cause. anything that's not legally germane to the bill would be thrown out easily. we're probably at the tipping point that we could call a state convention and get it passed too (now at 43 states), but there would be crazy lobbying against it from the federal level.
