Why aren't they following him? Just follow him. Police won't be there forever. Just follow him until he's alone.

Our side has no idea how to be underhanded. You can get away with almost anything if you just do it once. Even a serial killer gets caught because he does it over and over.

I'm not saying kill the guy, but follow him and find out where he lives. If you know where he lives you can do all kind of fucked up shit, and weeks/months later too. He'll never know why, or how, or who.

All hypothetical, of course.
