Those power lines need to deliver X amount of energy per unit time.
Whether that's going through all the appliances and machines that those wires are connected to, or through something that shorts the connection, it can't tell. It just knows "put X power down these wires".
When you look at it this way, if you short the circuit you're going to have all of the city block or whatever's power going through your body.
