No, it is the process of a wealthier influx of residents pricing out the lower classes. This is the reverse... more like White Flight. Great find though.

I assure you that the overwhelming majoring of Russian Jews coming to NYC/America in the 1890s were impoverished. I believe this political cartoon was a forewarning.
