'Sexual' means referring to the male/female division.
'Sexual Intercouse' is often abbreviated as 'sex'. It means, clearly, a mutual exchange between male and female, AKA coitus.
So it is true that stimulation of the sexual organs absent a male and a female involving penetration is not sexual intercourse.
However, those acts are clearly a mockery of the sacred and divine act of coitus between a married couple so it is related to it, hence "sexual" or perhaps abbreviated as "sex".
It is an abomination, as much as any other act involving stimulation of the sexual organs or even exciting sexual emotions outside of marriage.
It is, in fact, the ultimate mockery of the Divine, since God is the Creator of man and woman and shares with us his divine power with the intention that we procreate with it.
