I think that's just a lie. It's a practice that probably has its roots multiple millennia ago, and they do it because it's demanded by their religion. And given that, I think it's rooted in the intent to do evil, to serve their deity of malevolence.
The idea is: "We only eat meat that comes from malevolently tortured animals."
The EU tried to ban Halal. They ended up leaving it to member states. EU Council Regulation 1099/2009 generally requires animals to be stunned before slaughter, it does allow for derogations (exceptions) for religious slaughter (Halal and Kosher), provided it occurs in an approved slaughterhouse.
