If someone spends years behind bars, the chances of them playing nice when finally released is quite low.
"But murders who get freed rarely re offfend!"
They rarley reoffend when it comes to murder, that doesn't mean they stop committing petty crimes.
And even freed criminals who never reoffend probably don't become good citizens, they are probably rude bums post freedom.
