My plan:

* if you want social welfare, you pay taxes for it with a much higher rate.
* if you opt out you can never opt back in. Lower taxes but no welfare ever.
* if welfare runs out of tax revenue then force the beneficiaries to work as slaves for the non-beneficiaries.

My plan:
- The 30 NBA teams will be relocated to 30 cities in Africa.
- Relocation to any of these cities with a free Dodge/Chrysler product of your choosing.
- All the taco Americans will be the ones getting the jobs to build these cities, it'll be like 30 Las Vegas'. They won't be deported down south to the country they hate. They will go to the new 30 platinum cities and have a chance at being the next UFC champion, which will also be relocated across the Atlantic.
- Once relocated, they will be required to stay in order to support the NBA, NFL, UFC, and other fine establishments.

You should have to work period for welfare, if your too sick to do menial labor, you have to fill out paperwork instead. Ideally the Church should be the one handling welfare though.

The relatively few foreing people who get Swiss citizenship have the option to retroactively pay taxes and contributions to social programs if they want to be eligible for social programs ( public healthcare, social security for the elderly, etc ).
