this is legally false. bail policies are not written into law by legislatures. no, what was happening was activist prosecutors stopped seeking any form of bail or even pretrial detention, and activist judges stopped requiring it. if either doesn't do it, it doesn't get done, and the perp is just released. trump can order AGs to pursue it relentlessly in all districts, not just DC, and he has strong authority to get AGs to appeal activist judges denying it. no act of legislature required.
