As I understood things, there were only 3 camps that were considered "harsh". Even considering that, we need to recognize that we have low, medium and high security prisons in this country. We had camps for German prisoners of war in the Colorado mountains where they were allowed to carry rifles when they left the camp for protection from wildlife, and yet the camps holding Japanese AMERICANS were in southeast Colorado and not nearly as nice. The camp climate and culture will vary depending on who they are housing.
