2 reasons why the drug crackdown isnt working that well

1. Junkies make their own shit. It's hard to regulate something that can be made with gasoline and codeine.

2. Bratva (the russian mafia) is very powerful and has a huge drug trafficking network. Its a different beast from a regular mafia in that it has a lot of ex secret police in its ranks, we can look at the CIA's history and know how good secret police are at trafficking drugs.
