My faction's rival, Robert House had the right idea for this. Libertarianism works best with someone smart in charge. An autocrat, who maintains the system so it profits. Someone with a long term plan, and a way to generate the funds needed. Also, probably some lesson about how Libertarianism can't over extend itself in there, the guy started rebuilding Vegas with like 4 casinos.
