The kings of England were never absolute monarchs, but more of a chief of chiefs. Before the Norman invasion, the position of king was more of a temporary promotion, a position that only had meaning in times of invasion or war.
Even after the Norman invasion they had to work for the interests of their vassals, otherwise their vassals wouldn't support them. The Normans found out really quick that the English people were not ones to be pushed around and had to incorporate the Earls into their political hierarchy.
It's not like King Alfred the Great literally united almost all of England, when it wasn't a united country under a single ruler, against the vikings and crushed them or anything. It's not like his grandson Æthelstan formed and named all the different nations in England "England" or anything as a result. It's not like all of Europe united under King Charlemagne to forever stop the sheep fuckers that believed the smoke fairies told them to burn children vikings or anything. King Alfred didn't vote what his people thought about the vikings then acted.
