There's still lots of leaking sewer pipes, sewer facilities that leak thousands of gallons of raw sewage into rivers, many factories that utilize river water and often leak oils or other contaminates into the river in between inspections. There's all the street side drainage, all the drainage that flows through ditches that picks up oils and sewage and contaminants along with it.
Basically if you are anywhere near a port city where the river deltas are, i would not drink that river water. Now, if we're talking about swimming in a waterfall or river in the mountains then yeah that water is more fresh from the spring and is clear and clean and cold.

We should lay claim to the entire ocean
Then we should lay claim to all rivers running into the ocean
If degenerate countries pollute the rivers, we colonize them and make them pay to clean it up. If they can't pay we cut them off advanced tech. The get sticks and flint and that's it.
