Can you give some evidence that it's a kill list? It's not at all surprising that the CIA would have extensive lists of Americans, disregarding all 4th amendment rights of course. Furthermore it's not hard to fathom that they might use those lists for political imprisonment in the future, but a plan to kill 2 million seems a bit high even for them.

Uhhh 2 million seems low to me. They starved over 4+ million Germans after WW2 alone. Countless millions killed in Ukraine before that. That's just the number they'd start with before killing millions more via starvation/feral niggering.
