You're going to need steel, copper, and magnets for any power generator. And probably concrete too.

Exactly. So why waste the expenditure on inefficient and low yield production methods?
How much more power, do you suppose, would be produced if you took all the concrete and metal from these windmills and use them for hydro-electric dams?
