A lot of '90s stuff would almost exclusively sample black artists. Marvin Gaye, Grover Washington Jr., James Brown, Kool & The Gang, Sly Stone, Parliament/Funkadelic, and the Pointer Sisters were popular targets. One of the most sampled songs in history is "Amen Brother" by The Winstons, a multiracial group with a black drummer who played its famous "Amen Break". I'm not familiar with the newer stuff however so I can't comment on much past Y2K.
