There doesn't even have to be a breakdown in order (except in a cosmopolitan shitlib area like Helsinki where nobody even knows about this happening because it gets drowned out and he is able to hide in plain sight).
If he did the same thing in rural finland, or even a small suburb like naantali or porvoo, he would be lynched within about 10 seconds. Like the dumb nigger in Sweden (or was it Norway) a few years back that raped a girl in a rural town and got strung up in the woods by her brothers and her boyfriend. This is the reason why they almost never move past urban centers in general, but especially not in Northern or Eastern (east Germany and beyond) Europe.
