Russia could wipe Ukraine off the face of the earth in about 10 seconds, but nobody actually wants to use nukes. Nor does Russia want to use anything else in its arsenal that would simply flatten the Ukraine that isn't a nuke. All russia would need to do is spam its thousands of non nuclear ballistic missiles into the Ukraine to win, and then send soldiers into the twisted mass of rebar to clean up resistance, but that would kill everyone
