It's very likely letting all the truth speakers go rampant so they can connect all the data with AI so they can mass genocide us easier. I think I remember reading about czechoslovakia in the 30s and how their dictator (omg there were other dictators in the region!) held elections with only his name on the ballot, so if you wanted to vote for someone else you had to write it in.
And of course they had guards there who could see everyone who wrote in their votes, and subsequently disappear them, or at the very least persecute them. Those people were naturally ethnic Germans trapped there.

Yeah, these sorts of filtetration mechanisms have been around for a while. I believe some Chinese leader once invited all his rivals to some "conference" to discuss their grievances but he just killed them all instead. Red Wedding in Game of Thrones, etc...
