It's a hurdle for many homesteaders. Of course brave off-gridders risk it anyways. but often even the most rural counties will come after ya if they find out you have outhouses or shit-pits without septic permits. 50 state laws vary.
Septic tank is very simple design. It shouldn't require permit at all. This isn't rocket science.
