Yes, an Amicus Brief is always open to the public in any case, including state, federal and SCOTUS cases.

It's also the easiest way to qualify as a published author, since the briefs are considered a published work and are archived by legal databases like Westlaw, LexisNexis, and Bloomberg Law, etc.
