Jet fuel can be an explosive. Just depends on how you package it.

The difference between an explosion and a detonation is because detonations move faster than the speed of sound through the material. Guaranteeing that more of that energy is released in a smaller area.

Total Energy / Area*Time is what makes stored energy hazardous.

Jet fuel has comparatively more energy because it uses air for the oxidizer. Mixing in an oxidizer is what makes explosives go boom.
