How is it that they have not collectivized and operate in groups out there? This situation has been going on for more than a decade no? Why is he naked and alone?

yes, but there are still ~4 million of them, if they broke into groups of 50 here and 50 there, they could have firewatch with thermals and an alarm through the night, they could all be carrying, they could have lookouts during the day as the other 75% worked.
