People don't get this, and the people who don't get it are exactly why the constitution is structured the way it is.
The point of the government in the US is to become so inefficient and so incapable of doing anything, and so attractive and busy for potential sociopathic leaders, that the result is the people are left alone.
We don't want a strong government. We don't want an efficient government. We want our government bankrupt, poor, incompetent, and unpopular. We specifically made it this way to accomplish those goals. Just enough government that would be tyrants are drawn into it, but not so much that they can do anything with it.
The people can keep whatever freedoms and rights they are willing to keep, and the government is powerless to stop them. That's the point.
