It's not really Adams "job" to keep races from degenerating. Especially not since Noah restarted everything from scratch. Genes can degenerate and remix based on environment, but they can never create themselves. So from the prime human genes (Adam) onwards, we've all degenerated in some way, genetically. In Africa, life is very easy, so there's simply no need for an elaborate society. Africans are very simple, they just hunt, kill, reproduce and die. They don't "need" civilization in a way, so therefore their way of life adapted to the needs of the environment. Also, Islamic inbreeding has a lot to do with it, Islam literally makes societies stupid by inbreeding.

Many Africans are dumber but more "street smart" on topics like reproduction. Ex. you won't be able to convince blacks to sacrifice themselves for the greater good of climate change, like they did with whites. Whites go up in the stratosphere with their idealism and autism and taking everything to a final conclusion (esp. Germans) - and then tend to lose themselves there.

Ultimately, there is a balance: If Whites start to lose their common sense, then other races with more common sense are naturally going to take over. So God uses other races to punish those who have fallen away from the faith (and Europe severely neglected the faith for at least 500 years now). Maybe they're statistically dumber, but as long as white people abort their children and want to control their family size instead of taking children as God gives them - then Africans are the ultimately the "smarter" ones.
