Mosques are built without any bathrooms whatsoever. Since a Mosque is a place of worship, defecating inside one would be disrespectful. I actually agree with this sentiment and think Christian churches shouldn't have bathrooms, either.

Anyhow, for this reason, building a dedicated toilet in it's place is an especially targeted insult for Muslims. The CCP has been quietly at war with Muslims inside China for some time now, for the same reasons they oppose any organized religion that doesn't worship Mao and the CCP.
