It's real simple to solve, literally block all trade routes into and out of Africa, If the North Africans want to speed things up in order to open up trade they will find a way. It should take less than a decade for over a billion of them to starve and die in wars.
You have to remember that during the 60's Africa only had a population of 300 million and the aid was being already sent at that point. It's estimated that Africa had a population of about 100 million during the 1800's.
