It should only be given to families if they are married, the husband is employed and they're on no form of government assistance. A period of residency should be applied also.

Yes. Period of residency as a US citizen. I wasn't sure how to word it. You must have maintained residency and establish US citizenship for a period of no less than ten years. That would prevent this from being used as an incentive by the mudflood of invaders.

now this might sound out there, but research by the leftist Brookings Institute found that over 90%+ of people who accomplish only 3 specific things will leave poverty and join the middle class at least, and a sizable portion of those become net positive taxpayers... those 3 things are (1) don't get pregnant before either you're married or 21, (2) don't get arrested, especially not for drug use, and (3) do finish high school.
* so first off, don't even do $5k per baby... a certain prior administration in germany found it very successful to incentivize births with 25%+ of their home price per child. so peg it to the average mortgage, which is currently about $2k per month. at $24k per year, 25% would be $6k per baby per year, significantly higher than the current child tax credits.
* it MUST be done as a tax deduction, not a credit. deduction simply means it's zeroing out taxes that would potentially be payable, while a credit means this could become a liability, and the taxpayer literally pays people cash to have babies. those are a whole load of difference, because it keeps interests aligned. the entire purpose of this is to subsidize creation of genuine future likely taxpayers and proliferating this kind of responsible culture.
* yes to not only requiring the parents to be married to retain it, but also that the parents must be cohabiting, and never have been divorced. if you divorce, especially for no fault, you're disqualified forever. single parents are fucking cancer for children, and it's far too easy. we need MORE incentives to nuclear families, not less.
* the parents and the children must be in good standing with law enforcement. any conviction, even misdemeanor = disqualified through the year the sentence is completed + 3 years.
* the children must be in good standing with school attendance, and not flunking.
* the child must not become pregnant. abortion = disqualified.
society has already gone the route of not just subsidizing broken families, but even encouraging and incentivizing it. we need to step back from that.
The money means very little to the rationale of a woman; they don't think in terms caring for themselves (although, if every mother got the equivalent of child support from the government, that might shift the needle).
