Saint Thomas Aquinas addresses this in his letter, "On Kingship to the King of Cyprus". He advised the King of Cyprus against decreeing laws that could not be enforced, as it made a mockery of his authority and weakened the fear/ respect for the law and its consequences.

As I'm certain you're aware, there are many, many unenforced laws and others that are just downright jokes. Worse yet is the sentencing from the courts, where a rapist can get 6 months of community service and another man can get 2 years for handing out "racist" stickers.
