And it scales poorly. Ethnically homogeneous city states can make it work, but it starts falling apart when it's too big or too diverse.

Democracy works in tight knit, high trust societies because everyone wants the same thing but disagree on the best way to do it.

Democracy cannot deal with fundamental ideological differences.
