Reciprocity is a pillar of morality. If there is no reciprocity, there is no moral conduct possible.
If I have the moral obligation not to kill, and you don't have any moral code and can do whatever you want, or you actively deny that moral code, I have to abide by that level, expecting that the individual might possibly kill me. When is this the case? An invader comes to your place. Do you have to get shot in the head first to "react"? No.
To impose tariffs the same way as other countries do is absolutely reasonable. If anything, I'd go so far and further raise it, if the concept of tariffs can be considered exploitative and unfair. So if you get imposed 10% tariffs, impose 15% on them. If they lower it to 0%, you lower it to 0%.
