The (((Cartels))) control the weed trade in a lot of states, I wouldnt put it past them to lace it with something a bit stronger and more addictive. Theres also allegedly Satanic rituals performed on some of the stuff since the cartels are made up of the same people who thought ripping out the beating hearts of peasants and offering them up to their local demons would make it rain more.
