35% who wouldn't obey in a respectable university and 53% who wouldn't obey in some random city office paint a much less grim picture than you would imply here... 35% is less than half, yes, but nothing to scoff at when you consider that those who choose to go against the grain generally have more inner resolve to work with.

There are two ways to deal with that ... with whips and scorpions or at least finding out what's keeping them in the 35%. If it's something that can be worked with, then see if a compromise can be breached ... otherwise
