Safety valve, that is a great way for the push/pull tact that’s been clearly at display for quite some time now. They know if you put a tight lid on it, the explosion will cause a problem.

Yes, but they're also using hate to their advantage knowing it could easily turn on them.

They tell us "foreigners are interfering in your country and stealing money" so that we'll vote "nationalist" but it's easy to point out that the worst offenders are Jews. They need a way to shut off the hate if it gets turned back on them, and one way to do it is discredit and humiliate their controlled opposition puppets.
