Not necessarily. There are genetic differences between the races and care must be taken into account how different races behave but genes aren’t the whole puzzle. Plus there are diseases and disorders specific to some groups, sometimes due to sin such as incest. The reason Europeans found the Indians still in the stone age is because they rejected God’s Will long ago. Schools neglect to tell children how depraved and horrifying these Indian tribes were. Anyone who read accounts of them will instantly know how they remained in such a poor state.
