The Romans didn't just leave their easternmost province empty after flattening Jerusalem and chasing off all the Judeans they couldn't run down. They had to keep the border with the Parthians fortified, so they recolonized the province with good Roman stock and later built a new provincial capitol, Aelia Capitolina, on the rubble. It was later mismanagement by retarded Arabs that turned it desolate.
