If all they have is him joking about taking out the power grid, without him making any convincing meaningful actions to carry it out, then there's not much of a case.
Lots of Democrats claimed they wanted Trump dead or to be killed. Does that mean they "plotted" to kill him? Not really. If they have no plans to get within shooting distance or don't have the supplies necessary etc then it's just an emotional democrat spewing and venting their rage online.
Another example is Bernie Sanders' rape fantasy that he published. Does that mean we should arrest Bernie Sanders for plotting to rape a woman? Or was it just a normal jew's perverted sexually degenerate fantasies which all jews are known for?
