I originally wanted to buy this game, but the sheer amount of DLC combined with the scummy, insane nickel-and-dime prices for them turns me off.
 
Are we sure PDX are Swedish and not (((Swedish)))?
 
Either way, this one's gonna be visit to the "seven seas" for me, yar har!

You can buy the base game for cheap off a verified key site and then use creamapi or koalageddon to unlock all dlc for free. Creamapi is per game and koalageddon applies steam wide but has some misses here and there depending on the game.

For Stellaris however there is an extra step where you have to download the dlc files from somewhere and manually move into the folder after the above steps.

Not sure. Was it on the .win website or on Arete? I don't see many removed comments lately, as the pedojeet has been happy to infest other communities currently.
