I wouldn't know. Though, why would it be jewish propaganda? Wouldn't they be more interested in extolling the virtues of mass migration rather than highlight the dangers? And if it were meant to be demoralization, if it were propaganda changing the story so the guy is given a harsher punishment for insulting his attacker would be a heavier message.
