Being poor is when you don't consume the newest product.

Being greedy and oppressive is when you don't allow other tribes to plunder your country.

It's both. They were both. Both types of people have existed for all of history. I know for a fact that a majority of my ancestors were poor and did not go to school and thus would be "uneducated" as well. And this applies to everyone, unless you're somehow from an unbroken line of nobility, which doesn't exist.

The difference? The law of the land was based on common morality and Christianity, and the above type were, in general, unable to have anywhere near as much influence as today.
