Might as well ask why your neighbor is feeding the birds, even tho it attracts rats, cockroaches, raccoons and other pest.
It would be very informative to see how the foreign aid is now, after the "Syrian migration" into the West.
Our government does it as a method of control.
1. Print fiat fake monopoly jew money ad infinitum, without limit or reserves.
2. Tell foreign nations you will give them money, but under terms and conditions.
3. They do x,y,z for your free jew money.
4. You just took something fiat, fake, and unlimited and of no cost to you to control vast amounts of people. Whoever gets monopoly power to print fake fiat currency controls everyone who worships and sells their souls for fake fiat currency.
