Another tactic is to use power to the fullest possible and to shut down dissidents - censorship if possible, "yada yada yada I'm not listening" otherwise.

You bring up 12/60 (previously 13/50), and there will be 5 things at least that fortify that notion ranging from reparations, oppression to "it's not true" or "they are lying because they are racist."
