Isn't it already like this tho? A lot of cases, especially those involving bicycles seems to blame the cyclist. They're written off as accidents and you as a driver barely pay anything.
But if the person you ran over survives, they sue you, and you'll cover their medical expenses if you lose.
China for being a communist country, ironically doesn't have any public healthcare, it cost a lot, probably even more expensive than the US as most people in China are much poorer. Their justice system is different too in regards to blame, I'd guess they have automatic blame for the driver, or the pedestrian, whichever CCP feels like for the moment while in the US every case goes to trial and there's some justice at least.
